This entry-level course introduces the core principles of Public-Private Partnerships (P3) and Alternative Delivery. Students will build foundational awareness and understanding of core P3 concepts including the differences in traditional and alternative delivery models, developing a business case, high-level project and organizational structuring, initial risk identification and managing stakeholder engagement for success. Ideal for beginners or those new to P3 and Alternative Delivery, this level emphasizes knowledge acquisition through theoretical overviews, case studies, and introductory tools, setting a solid groundwork for more advanced application.
Building on foundational knowledge, this intermediate level dives into the technical application and standardization of P3 project evaluation and development. Students develop skills in defining and implementing structured methodologies, including detailed project preparation, financial modeling, procurement strategies, and performance monitoring. Emphasis is placed on creating institutionalized processes that are repeatable across multiple P3 opportunities/projects, with tools for evaluating projects opportunities, bids and managing contracts. Suited for practitioners with some experience, this course includes scenario-based exercises, technical simulations, and content to enable effective development and delivery of P3 projects in real-world scenarios.
This advanced level course cultivates strategic leadership in P3 management. Participants explore high-level decision-making, organizational alignment, and continuous improvement strategies to drive agency-wide maturity in P3 delivery. Key topics include portfolio optimization of P3s, change leadership, governance frameworks, and fostering a culture of innovation and resilience in public-private collaborations. This course is suited for individuals at the executive, senior, and program management levels.
